When Tommie Pullins went to pick up his grandchildren from the YMCA on Fortification Street on Thursday, another child and his 10-year-old granddaughter told him his grandson had been taped to a chair.
“I asked her well, what was he doing? She said, well, he was in time out and they made him sit in the chair and they tied him up,” said Tommie Pullins.
